Set user entitlements

https://entitlements-management-system.cortextech.io/v1/admin/external/users//entitlements

Grants a set of entitlements to a specific user (additive, non-idempotent). If a duplicate entitlement (same user, ID, and source metadata) already exists, the service returns a 409 Conflict. Scoped to the client identified by the API key.
